Restore a metric
PATCH/projects/:project/metrics/:metric/restore
Puts an archived metric back on offer, so a new test can be judged on it again. Does nothing to a metric that is already active.
A restored guardrail is not added to tests that started while it was archived. Guardrails are copied onto a test the day it starts and never afterwards, so a test somebody is already reading does not grow a new limit. Needs an editor or publisher key.

The key is missing, wrong, revoked or expired.
The key is a viewer (forbidden), the plan has no API access (feature_unavailable), or the account cannot make changes right now (account_read_only).
Nothing at this address, or it belongs to a project the key cannot reach.
