Archive a metric

Archives the metric. Nothing is removed: every test already judged on it keeps it, their reports read the same as before, and the name stays taken.

An archived metric is no longer returned by the list unless you ask for it, cannot be attached to a new test, and is no longer copied onto a test as a guardrail when that test starts. A test already running keeps the guardrail it was given on its first day.

Allowed however many tests read the metric. Send it twice and the second call does nothing and answers the same way. Set status to active with a PATCH to put it back on offer. Needs an editor or publisher key.
